King honours three foreign doctors
Remembering both his own father and the role of physicians as healers in all societies, His Majesty the King on Wednesday conferred the Prince Mahidol Awards for 2007 to three international recipients in a ceremony at Ananta Samakhom Thorne Hall in Bangkok.
The doctors from Australia, Germany and Nepal received medical awards established in memory of Prince Mahidol of Songkhla, for their exemplary contributions to the advancement of medical science, public health and human services across the world.
The monarch hosted a gala dinner at the Ananta Samakhom Throne Hall in honour of the awardees:
Prof Basil Stuart Hetzel, Honorary President of the International Council for Control of Iodine Deficiency Disorders in Australia;
Prof Axel Ullrich, Director of Molecular Biology at Germany's Max Planck Institute of Biochemistry
Dr Sanduk Ruit, Medical Director of the Tilganga Eye Centre, Kathmandu, Nepal.
Honoured in the field of medicine, Prof Ullrich occupies a leading role in the study of molecular mechanisms of cancer and pioneering the concept of targeted cancer therapy.
In the field of public health, Prof Hetzel is a leading world scientist who has extensively studied the adverse effects of iodine deficiency upon human health, particularly upon the development of the human brain.
Dr Sanduk, also honoured in the field of public health, introduced and further developed an effective suture-less operation technique allowing rapid operations to be performed for a large number of patients in remote locations.
Established in 1922, The Prince Mahidol Foundation commemorates the centenary of the birth the king's father, Prince Mahidol of Songkhla. The foundation is chaired by HRH Princess Maha Chakri Sirindhorn.
In paying tribute to His Royal Highness Prince Mahidol on his great contribution to public health, the Mahidol Foundation confers international awards upon individuals or institutions which have made outstanding and exemplary contributions to the advancement of medical, public health and human services in the world.
The Prince Mahidol Award was established in honour of his initiative and efforts that produced a remarkable and lasting impact on the development and improvement of modern medicine and public health in Thailand.
Later the prince was honoured with the titles of "Father of Modern Medicine of Thailand" and "Father of Public Health of Thailand."
Conferred annually, the prizes have a combined value of about US$100,000. World-renowned scientists and public health experts comprise the committee recommending awardees to the foundation. (TNA)

Junta lets Suu Kyi out - on a short leash
Rangoon (dpa) - The Burmese ruling junta on Wednesday allowed opposition leader Aung San Suu Kyi a rare respite from house arrest to meet with members of her National League for Democracy (NLD) Party, sources said.
Suu Kyi was escorted from her family compound in Rangoon, where she has been under house arrest since May, 2003, to the Sein Le Kanthar State Guest House where she was allowed to hold talks with NLD chairman Aung Shwe and seven other party executives, opposition sources confirmed.
No details were immediately available on the outcome of the meeting.
Suu Kyi, a Nobel Peace Prize laureate, has been kept under near complete isolation for the past four years.
It was not clear why the military regime allowed her to meet with the NLD leaders but the conciliatory gesture comes at a time when the junta is under increasing pressure to show progress in its political dialogue with the opposition.
European Union special envoy for Burma Piero Fussino was in Bangkok earlier this week calling on all Asian governments to unite in putting pressure on the Burmese junta.
"It is necessary to open a new phase of more constructive and more concise. We need a real dialogue between the junta and the opposition and all different sectors of (Burmese) society," said Fassino.
Fassino has already visited Beijing to discuss Burma, and plans to travel to Indonesia, India, Vietnam, Laos, Cambodia and Japan to solidify Asian support in what has become a fairly universal call on the Burmese military rulers to speed up their political dialogue with opposition leader Aung San Suu Kyi and other suppressed segments of society.
The EU appointed Fassino as special envoy for Burma last year in an effort to increase pressure on the junta to bring about real political change in their country in the aftermath of a brutal crackdown on protests led by Buddhist monks that shocked the world and left at least 31 people dead.
The crackdown reignited international concern about Burma, which has been under military rule since 1962, but the growing frustration has thus far accomplished little in terms of forcing the regime into a real political dialogue with Suu Kyi.
United Nations special envoy Ibrahim Gambari has visited Burma on several occasions, with the last visit in November, to press for a genuine dialogue but with limited success.

Bali bombers file second death row appeal
Bali, Indonesia (dpa) - Three Muslim militants on death row for their roles in the 2002 Bali bombings filed a second appeal Wednesday with the Indonesian Supreme Court, seen by many as a move to delay their execution.
The three militants - Imam Samudra, Mukhlas, alias Ali Ghufron, and Amrozi - face a firing squad for their roles in the 2002 bombings of two nightspots on the Indonesian tourist resort of Bali that killed 202 people, mostly foreign tourists.
The country's Supreme Court rejected their last appeal in September.
Representing the three, lawyer Fachmi Bachmid submitted documents Wednesday to the Bali's Denpasar District Court, where the three were originally tried and convicted, requesting another judicial review of their case by the Supreme Court.
In addition, the lawyer also demanded the hearing be moved to Cilacap district, close to the Nusakambangan prison island, where the three were being jailed while awaiting execution.
BD Nainggolan, spokesman of the Indonesian attorney general, had said that another judicial review request would slow execution proceedings unless it was rejected straight away.
Indonesian law makes no provision for a second judicial review for such cases.
Bachmid argued that the lawsuit challenges retroactive laws under which the men were convicted, and will argue that their first judicial review was flawed.
"This is serious because we consider that there's been a violation to the constitution, legal procedure and to human rights," Bachmid told reporters. "So, what we're trying to do is to straighten up the law."
Last week, lawyer Achmad Michdan also sought to challenge the retroactive laws used to convict the men and the distribution of documents, along with the 30-day deadline set for the trio to seek clemency.
On January 2, prosecutors visited the prison to hand the death row inmates copies of the Supreme Court decision rejecting their demand for a case review, marking the start of the 30-day time limit to seek clemency.
The deadline is due to run out within days and the three have repeatedly told media they would not be seeking a pardon.
Imam Samudra, Mukhlas and Amrozi, were alleged members of Jemaah Islamiyah (JI) - a regional terrorist network responsible for several bombings across Indonesia in recent years.
None of the bombers have showed any remorse over the attacks.
In a recent interview with Deutsche Presse-Agentur dpa on the prison island the condemned militants insisted that they should be executed in the "Islamic" style of beheading rather than by firing squad - an execution they said they considered "Western."
Jemaah Islamiyah is blamed for several simultaneous church bombings across Indonesia on Christmas Eve 2000, bombings on Bali in 2002 and 2005, the bombing of a JW Marriott hotel in Jakarta in 2004 and an attack on the Australian Embassy in 2005.
Indonesian police have arrested around 400 militants since 2002, severely damaging JI's ability to operate.

NCCC to probe Samak on waste contracts
(BangkokPost.com) - National Counter Corruption Commission (NCCC) vowed to set up a probe panel to investigate Prime Minister Samak Sundaravej on alleged corruption charges in relation to garbage disposal contracts when he was Bangkok governor in 2003.
NCCC member Klanarong Chantik said setting up the probe committee is a normal procedure, and it does not mean that Mr Samak is guilty.
He added that the case is done according to law, as it is forwarded to the NCCC by Office of the Auditor General through the Royal Thai Police.
He also said the NCCC is not pressured to probe the case concerning the new prime minister, adding that the action is lawful.

Cabinet list to go to King by tomorrow
(BangkokPost.com) - A cabinet list is expected to be forwarded to His Majesty the King for approval by Thursday, People Power party spokesman Kudep Saikrachang said on Wednesday.
Mr Kudep said party executives resolved that party leader Samak Sundaravej, who was endorsed by His Majesty on Tuesday as Thailand's 25th prime minister, be the one making decision on cabinet list.
Mr Samak was widely tipped to take defence portfolio in addition to being head of government.

Thailand to provide electricity for Angkor Wat
The Export-Import Bank of Thailand and the Asian Development Bank (ADB) have agreed to provide 14 million dollars to finance the construction of transmission lines across the Thai-Cambodian border, EXIM Thailand announced Wednesday.
"The construction undertaken by (Cambodia) Power Transmission Lines Company Limited aims to supply electricity for the growing industrial and tourism sectors in Cambodia," bank president Apichai Boontherawara.
The banks have joined with Advisors/Arco Capital Management Family of Funds (Arco) and Cambodia's Foreign Trade Bank (FTB) to provide a total of 20 million dollars to finance the power transmission lines construction for electricity imports from Thailand.
The total package, with 7 million from EXIM Thailand and ADB, 4 million from Arco and 2 million from FTB, will finance the construction of 115-kilovolt double-circuit transmission lines running approximately 221 kilometers from Thailand's Aranyaprathet district in Sa Kaeo province to Banteay Meanchey, Battambang and Siem Reap in Cambodia, home to the famed Angkor Wat temple complex. dpa

FM gives economic advice to new govt
(BangkokPost.com) - Finance Minister Chalongphob Sussangkarn asked the new government to take care of Thailand's economy, adding that it should not try to win people's support from short-term projects.
Mr Chalongphob said the government should map out long-term plan that emphasizes on economic structure in order to improve sluggish economy.
He also said he does not feel sorry for having taken the finance minister post, although he may not have completed all the works he had hoped to.
Mr Chalongphob said he will resume his post at the Thailand Development Research Institute (TDRI) after completing the cabinet post.

Update: Indonesia tsunami alert lifted
Jakarta (dpa) - A strong 6.6 magnitude undersea earthquake struck off the eastern coast of Timor island on Wednesday, prompting Indonesian seismologists to issue a tsunami warning, but it was lifted off after no tidal waves materialized.
The quake struck at about 0732 GMT, with its epicentre in the Banda Sea, about 300 kilometres north-east of Dili, the capital of East Timor.
Suhardjono, an official at Indonesia's National Meteorology and Geophysics Agency, said the quake took place at a depth of 23 kilometres, adding that a tsunami warning was issued following the quake.
However, more than 30 minutes later the warning has been removed after there were no reports of tidal waves from the nearby areas, other officials said.
"We have received no reports of tsunami from nearby islands," said Hardiyanto, another seismologist, adding that nearest Indonesian island hit by the quake was Wetar Island.
Indonesia lies within the so-called "Pacific Ring of Fire," where there is frequent seismic activity.

Nakhon Ratchasima on bird flu alert
(BangkokPost.com) – Nakhon Ratchasima health officials are on high alert for the bird flu virus after dozens of chickens were reported to have died mysteriously at a local farm.
Orders were issued to chicken farmers in all 3,712 villages in the northeastern province to carry out tests at their farms to locate the virus and to spray disinfectants.
According to the livestock department in Nakorn Ratchasima, 21 chickens were said to have died on January 28 at a farm in Non Thai district.
Samples of faeces taken from the farm where the chicken died are being examined by health experts to confirm whether the chickens died of the H5N1 virus.
Chickens within a five-kilometre radius of the farm have also been culled as a preventative measure.

Lawyer: Potjaman refuses to give interviews
(BangkokPost.com) - Potjaman Shinawatra, wife of ousted premier Thaksin, will not give interviews until after she appears at the first court hearing on Jan 23, her lawyer Pichit Chuenban said Wednesday.
He added that she will not engage in any movement until that day.
Security in front of the Shinawatra's residence is stepped up after Khunying Potjaman returned to Thailand on Tuesday morning to fight corruption charges against her and her husband.

Ratchada fire area declared danger zone
(BangkokPost.com) – Bangkok governor Apirak Kosayodhin has inspected the scene of the blaze at Cyber World Tower on Ratchadaphisek Road which went up in flames in the early hours of this morning after the fire from the old Tokyu Department store spread to adjacent buildings.
Mr Apirak had held talks with architects and town planners and urged them to assess the building’s safety following fears the fire could have caused the building’s structure to become unstable and possibly collapse.
“For now, this area will be declared a danger zone at least for the next 30 days,” he said. “In the meantime, we will continue to make plans for how best to clean up the rubble.”
As for the origin of the flames, the Bangkok governor said initial findings pointed to floors 8-10 of the B buidling as being possible locations.
Investigators are still determining the cause of the blaze.

Mr Apirak had held talks with architects and town planners and urged them to assess the building’s safety following fears the fire could have caused the building’s structure to become unstable and possibly collapse.
“For now, this area will be declared a danger zone at least for the next 30 days,” he said. “In the meantime, we will continue to make plans for how best to clean up the rubble.”
As for the origin of the flames, the Bangkok governor said initial findings pointed to floors 8-10 of the B buidling as being possible locations.
Investigators are still determining the cause of the blaze.

Surapong: Red cards issued unfairly
The People Power Party (PPP) believed the issuance of red cards to its winning candidates in Buri Ram by the Election Commission (EC) was unfair but it was confident it could go ahead as planned to form a coalition government, according to PPP secretary general Surapong Suebwonglee.
The three winners from Buri Ram's Constituency 1 - Pornchai Srisuthiyothin, Rungroj Thongsri and Prakit Poldej - were given red cards by the EC, banning them from political activities for one year and subjecting them to payment of the expenses for a by-election set for January 13.
The three PPP candidates reiterated their innocence, saying they were puzzled by the issuance to them of red cards by the EC.
Mr. Surapong said he viewed the EC was using a double standard in its investigation of the election irregularities; on the one hand it had its own investigation arm, while on the other hand a special sub-committee was used which would send the result directly to the EC.
The PPP secretary general said he was unsure of the fairness of the investigation by the special sub-committee.
The three candidates should face a yellow card as the maximum penalty, Mr. Surapong said, adding the PPP’s legal unit was gathering information to appeal the EC's move.
An election winner issued a red card is prohibited from re-contesting in a new election, while those receiving a yellow card are allowed to re-run.
The Council of State, the government's legal advisory body, must review the disqualifications before they became official. That review was considered a formality and was not expected to change the outcome of the EC’s decision.
Mr. Surapong added he believed there was a ‘movement’ trying to obstruct the PPP from forming a government, as there was a rumour over 60 winning PPP candidates would be given a red card.
He was confident the issuing of yellow cards to winning PPP candidates would not affect the set up of a PPP-led coalition government.
The red cards could reduce the number of seats won by the PPP and make it more difficult for the party to form a coalition government.
Before the red card issuance, the PPP captured 233 of 480 seats in the House of Representatives. The Democrat Party came in second with 165 seats and Chart Thai Party third with 37, while Puea Pandin won 24, Ruam Jai Thai Chart Pattana 9, Matchimatippataya 7 and Pracharaj 5.

Germany promotes Thai longan exports
Cologne, Germany (dpa) - European cooks are being encouraged at the Anuga food fair in Cologne, Germany to buy pesticide-free longan fruit, which are widely utilized in East and South-East Asian sweet and sour dishes.
The Chinese name of the fruit literally means "dragon eyes" because of the shelled fruit's resemblance to an eyeball. When plucked from the tree they resemble lychees.
GTZ, the German government aid agency, is sponsoring a project in cooperation with the Thai ministry of commerce to boost Thai exports of organic longan.
The fruit are cultivated by small plantation companies without using pesticides or fertilizers.
Thailand is the partner nation at the current Anuga trade fair, which is continuing in Cologne until Wednesday. Organic foods are winning a growing proportion of the market in the West after past food scares.

Former directors of TOT boards have unofficially set up a "war room" to prepare for questioning by investigators looking into the affairs of deposed prime minister Thaksin Shinawatra, his family and the telecom business he founded.
The executives want to defend themselves in the event the Assets Scrutiny Committee (ASC) links previous TOT boards to deals that benefited the Shin Corp empire at the expense of the state telecom enterprise.
One strategy the directors have in mind is to highlight the introduction of prepaid mobile-phone service in 2001, with TOT's blessing. They point out that the service helped create a mobile-phone boom and enrich TOT through higher revenue-sharing payments.
A former TOT director confirmed that the ASC was focusing on the Thaksin government's conversion of part of the concession fees paid by mobile operators to an excise tax, which allegedly enriched Shin's cellular flagship, Advanced Info Service.
The ASC sees the move as an abuse of authority and a violation of the law and therefore wants the directors' testimony to indict the former prime minister.
The committee has also highlighted the reduction in the revenue-sharing payment from prepaid service to 20% from 25%, and a roaming agreement between Advanced Info Service and Thai Mobile, the stillborn cellular joint venture of TOT and CAT Telecom.
The former director said that TOT's own investigations had calculated the financial damage inflicted on TOT from agreements with Shin companies at almost 100 billion baht, and forwarded its findings to the ASC. The damages include:
- 42 billion baht from excise tax collection;
- 32.3 billion from amendments of concession agreements with AIS;
- 7.6 billion from the Yellow Pages concession with TeleInfo Media, another Shin subsidiary;
- 210 million from the iPSTAR satellite concession.
The source said that several former directors and ministers had already testified before the ASC, raising concern that some testimony might contradict other versions.
As a result, they talked and agreed to set up a "war room" to gather evidence and review facts and testimony to ensure everyone was speaking the same language.
For example, he said, the ASC claims changes in prepaid revenue sharing caused TOT's revenues in the 11th year of the AIS concession to drop by 32.33 billion baht.
He said that the war room has prepared documents to counter this claim, highlighting how the huge jump in prepaid users had helped TOT, which earned more than 20 billion baht from prepaid revenue sharing last year _ four times as much as in 2001.
In addition, he questioned an ASC claim that AIS gained an advantage from airtime fee reductions since the lower costs were passed on to customers and that all operators benefited, not just AIS.
Former TOT union president Mitr Charoenwal said he was also invited to testify four times, focusing on project approvals by former TOT boards, amendments of the AIS-TOT concession, roaming agreements and third-generation service.

Defection shows rift in Matchimathipatai

Sophon Phetsawang, a key member of the Matchimathipatai party, defected to the newly-established Puea Pandin party amid signs of growing rifts in Matchimathipatai.
Mr Sophon, former deputy leader of the Matchimathipatai, cited yesterday ideological differences as the reason for quitting the party led by industrial tycoon Prachai Leophairatana.
He said Somsak Thepsuthin, founder of the Matchima group, which was later changed to Matchimathipatai party, wanted to carry out political work under the Buddhist philosophy of the middle path. However, things had changed after Mr Prachai was elected party leader.

With Mr Prachai as leader, the party's ideology had changed from the middle path to the polarisation of power, said Mr Sophon.
Mr Prachai favoured opinions of the faction belonging to the People's Alliance for Democracy (PAD), an anti-Thaksin Shinawatra group. This was giving way to divisiveness and voters did not want to see the party split, he said.
Several Matchimathipatai members were uncomfortable with the direction the party was taking, he added.
Sakhorn Prompakdi said he and seven other members would leave the party on Oct 24 to join the Ruamjaithai Chartpattana party. His group could not stand working with Matchimathipatai since the party was now dominated by Mr Prachai and the PAD faction.
Santi Tansuhat, another party member, said he had told Mr Somsak about his plan to leave the party to join the Puea Pandin party.
A source said several party members were not happy with the role of some PAD figures in the party, particularly Karun Sai-ngarm, a former Buri Ram senator, who was close to Mr Prachai.
Mr Prachai indicated he could not care less about Mr Sophon's departure from his party. Mr Karun yesterday denied the PAD has wielded much influence over the party's affairs.
The Pracharaj party, meanwhile, elected a new executive board with Chianchuang Kalayanamitr, a cousin of deputy permanent secretary for defence Gen Saprang Kalayanamitr, as the party secretary-general.
Sanoh Thienthong was again elected party leader, said a source.
The new board was needed after Mr Prachai and some party members left Pracharaj to join Matchimathipatai.

Singapore (dpa) - Singapore's Ministry of Foreign Affairs is mystified by by a United Nations decision to demote Assistant Secretary General Andrew Toh and fine him two months' salary, a spokesman said on Saturday.
The 60-year-old UN career office from Singapore, who was once the UN's chief of procurement except for peacekeeping missions, learned of the demotion on Tuesday.
In January last year, the UN put Toh on fully-paid leave after the UN's Procurement Task Force alleged that he had mismanaged the leasing of two Peruvian helicopters.
The UN's Joint Disciplinary Committee exonerated Toh of the lesser charge of misleading the UN on the lease of the two helicopters.
Toh "is like a pedestrian deliberately hit by a speeding car as he crosses the street, only to be cited for jaywalking as he lies injured, while the culprit goes unpunished," the spokesman said, adding that the decision is "unjust and unfair."
"In more than 21 months of investigations, the UN was unable to find any evidence to substantiate spurious allegations of corruption or fraud against" Toh, the spokesman said.
Separately, the Panel on Discrimination and Other Grievances ruled that Toh had been subject to "harassment, discrimination, and intimidation and that he should receive an apology, reinstatement, and restitution," the spokesman said.
Both tribunals concluded that Toh had been denied due process and that his human rights had been violated.
The disciplinary committee concluded that Toh failed to properly declare his financial assets in 2004 and 2005, and that he had refused to comply fully with the secretary general's directive to disclose all his financial information to the procurement task force.
The committee recognized that Toh was reacting against harassment, discrimination and intimidation by the task force and recommended a supervisory reprimand for the non-disclosure of financial information and a sanction which would not go beyond censure.
"For unknown reasons, the recommendations from the UN's own tribunals" were rejected, the spokesman said.
Toh, who lives in the US state of Connecticut, has requested that the UN lift immunity on his accuser so that he can take legal action against him, but so far has been unsuccessful, the spokesman noted.
Toh is waiting to hear when and where he should begin his new duties as director.
